  • Within the functions of project management, Law 38/1999, on Building Management (LOE) distinguishes between:

    a) construction management, which is the management of the development of the technical and urban planning aspects of the work, in accordance with the project, the building permit and the terms of the contract, and

    b) the management of the execution of the work, which is the management of the material execution of the work and the qualitative and quantitative control of the construction and the quality of what has been built.


  • When it comes to measuring and valuing a work, several concepts must be addressed for a correct realization. First, we will summarize them and, then, we will go deeper into them:

    1. Item: unit of work to be executed whose measurement and valuation is necessary.

    2. Chapter: grouping of the items with a nexus of union, according to the established classification.

    3. Measurement: quantification of the items involved in the process, which are grouped by chapters, in different units.

    4. Budget: amount of each item and the sum of all of them. It is composed of a series of documents such as:

      • Statement of dimensions or measurements.

      • Basic prices.

      • Auxiliary prices.

      • Breakdown prices.

    1. Heading: detailed and ordered definition of the unit of work that we want to measure. Later, it will be fully developed in the state of measurements.

    2. Valuation: depending on the subject, it can deal with:

      • A project.

      • A work.

      • Buildings, plots, etc.

  • We plan your work in terms of time and resources, where we will mark the necessary personnel in each phase of work, as well as the auxiliary means, and we will mark the logistical milestones of delivery of material that may affect the development of this. We set a baseline for monitoring, and supervise the incidents on the critical path.

    Supported by cost management and PMI procedures, we make use of one of the most valuable management tools, the earned value technique.

    For a correct leveling of resources, and an optimized sequence of the work, we use techniques from lean construction.
